This was a government funded boondoggle to produce a steam powered city bus. The brochure's opening paragraph states "Project management is being provided by Scientific Analysis Corp., of San Francisco; technical management and evaluation servcies are by the International Research and Technology Corp. of Washington, D.C., through a field office in San Ramon, California. The Californiat Air Resources Board and the California Highway Patrol are assisting in the testing and evaluation work."

The bus in question was a converted 51-passenger General Motors bus, with a Brobeck system, three-cylinder, double acting compound expansion system.
